Your Function:
Job Overview/Purpose:
This compliance officer is responsible for developing an industry standard compliance risk assessment program and methodology and, working with the business lines and support functions, executing NAW’s compliance risk assessment.
The compliance risk assessment program involves the identification, measurement, and assessment of compliance risk associated with laws and regulations applicable to North America Wholesale operating entities, businesses and support functions. The risk assessment is performed using a methodology that provides for ratings for the level of inherent risk, the strength of the control environment, and residual risk.
Risk assessment is the first step in building an effective compliance risk management program. It informs every part of Compliance management, from resourcing requirements to testing, training, reporting, annual compliance planning and policy development. It identifies and quantifies the level of compliance risk and the quality of the control environment, enabling effective risk oversight by management and remediation of identified areas of weakness.
Context of Job:
The compliance risk assessment officer is part of Core Compliance, which provides compliance support and advisory services to employees in all NAW entities and locations including the New York Branch, Rabo Securities USA, Inc., the Canadian Branch, and the US and Mexico representative offices. Due to the nature of the activities conducted within the function, employees from Core Compliance have frequent interaction with employees in all NAW business units and support functions, as well as regional and global teams. Your Profile:
Key Responsibilities and Accountabilities:
Develops and implements the NAW Compliance Risk Assessment Program
Creates and follows an industry standard Compliance Risk Assessment Methodology suitable for the assessing compliance risk across NAW’s businesses and functions
Creates and maintains, and maps to NAW business lines and support functions, an inventory of applicable laws, rules, regulations, controls, and other inputs to the risk assessment
Executes the NAW Compliance Risk Assessment based on the NAW Compliance Risk Assessment Methodology and Program
Identifies and reports on weaknesses or gaps in the control environment that may require management attention and remediation, based on the risk assessment results
Collaborates with stakeholders in compliance, business and support areas to design solutions to risk assessment related issues and to promote the use of consistent standards for risk assessment design, execution and reporting across the region
Provides risk assessment reporting to management, regulators and others as required and contributes to regional and global risk aggregation based on risk assessment results

Job Requirements:
Bachelor’s degree and 8-10 years of financial services compliance experience or relevant consulting experience.
Strong understanding of banking laws and regulations.
Basic understanding of securities laws and regulations.
Experience in developing and implementing effective compliance risk assessments, risk assessment methodologies, programs, procedures, and with using automated risk assessment tools.
Strong cross-cultural interpersonal, oral and written communication skills.
Strong project management skills.
Ability to manage complex projects involving multiple stakeholders effectively and independently.
