Global Fraud Risk Manager (Policy Team) - Citi - New York, NY
The role is to serve as an Independent Fraud Risk Manager (Policy Team) for the GCG – Core Consumer, Small Business Banking, Retail Commercial Bank and Citi Personal Wealth Management. Primary responsibilities include
Support development of fraud strategy, policy and projects.
Specifically assisting in the enhancement of GCB Fraud policy as it relates to the expanded product coverage.
Support fraud thematic and product oversight reviews (across all consumer related products) as required.
Support Fraud Risk Oversight tools development.
Ensure Risk Governance framework operates efficiently and fraud losses are operating within the defined Risk Appetite parameters.
Oversee compliance to all policies and procedures established at the group level including connected Financial Crimes disciplines.
Liaison with Global Consumer Risk and other internal and Industry peers.
Job Background/context:
The mandate of the Independent Consumer Fraud Risk Management organization is expanding to include non-core consumer products: Small Business Banking, Retail Commercial Bank and Citi Personal Wealth Management.
The Independent Consumer Fraud Risk Management organization is restructuring itself to better support the business in lieu of the announcements of the exit of the consumer business in Argentina, Brazil and Colombia and the consolidation of the APAC/EMEA Region.
Key Responsibilities:
The main responsibilities are;
Process:
Support development of fraud strategy, policy and projects.
Specifically assisting in the enhancement of GCB Fraud policy as it relates to the expanded product coverage.
Support fraud thematic and product oversight reviews (across all consumer related products) as required.
Support Fraud Risk Oversight tools development.
Ensure Risk Governance framework operates efficiently and fraud losses are operating within the defined Risk Appetite parameters.
Oversee compliance to all policies and procedures established at the group level including connected Financial Crimes disciplines.
Liaison with Global Consumer Risk and other internal and Industry peers.
Guide and assist in the implementation of sound and effective fraud processes and monitoring of non-core consumer products (Small Business Banking, Retail Commercial Bank and Citi Personal Wealth Management).
Provide counsel on fraud cases and fraud management related policies, ensuring an independent review of policy compliance.
Conduct Peer reviews of the fraud risk units.
Facilitate and disseminate best practices across all LoBs.
People:
Assist fraud managers and their teams to manage staff including training and career development plans and to ensure high morale among prevention, detection and recovery staff.
Champion fraud awareness and best practice sharing with various stakeholders and aid in the development of fraud risk management training modules.
Raise the level of fraud awareness among country fraud officers and other related staff.
Financial:
Work with CSIS in collating and analyzing fraud trends and syndicated criminals activities.
Facilitate success transfer for authorization, fraud management and other parts of the consumer business.
Comply with the financial and accounting policies setup by the Risk group office.

QualificationsKnowledge/Experience:
8+ years of Fraud or Risk Management in the Consumer Banking
Proficiency in consumer banking products including Cards, Small Business Banking, Retail Commercial Banking and Wealth Management.
Skilfull understanding of credit and fraud risk management lifecycle.
Thought leadership and clarity in presenting ideas to senior management.
Understanding and management of various drivers and metrics and the impact on Citis P&L.
Skills:Management:
Ability to work effectively with individuals with diverse backgrounds and positions
Ability to work independently
Ability to communicate complex analytical ideas effectively and persuasively
Ability to influence and stablish relationships with key stakeholders from remote locations
Functional Background:

Understanding of consumer banking business , systems and processes
Policy formulation
Technical Skills:
Deep understanding of consumer risk management and credit cycle management
Thorough understanding of global Fraud practices and industry trends
Qualifications:
Undergrad in Business Administration, Economics, Statsistics, Econometrics, Engineering or any other computationally intensive discipline.
Graduate degreee is a plus.
