Context of Job:
The AML Compliance Department is part of Compliance, Rabobank North America Wholesale (NAW). This group provides compliance advisory and support services to the NY Branch, RSI, the Canada Branch, and the Mexico Representative Office and to Utrecht America Holdings. Although Canada and Mexico have local compliance officers (who are part of North America Wholesale Compliance), they do not have local expertise with respect to AML and Sanctions requirements. The AML Compliance team in New York provides the expertise.
Key Responsibilities and Accountabilities:
Conduct ongoing investigations related to client/transaction activity via either systematic alerts or manual referrals
Review and investigate transaction patterns utilizing the BSA Reporter transaction monitoring tool
Assist with the validation of the transaction monitoring system or any updates required
Document investigation steps performed and the rationale for the ultimate decision reached
Review potential matches against various regulatory control lists and conduct additional research to ascertain validity of matches
Conduct research using internal and external (media) sources to help determine potential suspicious activity
Assist in the preparation of SARs for the BSA Officer review, via BSA Electronic filing system
Request from Rabobank Relationship Managers or other client-facing staff information that may be helpful in performing an investigation
Create, update and maintain a case file which documents all information used in an investigation
Perform USPA 314(a) searches
Review and approve Third Party payments
Dedicated to assisting with recurring and non-recurring Special Projects (e.g. BSA/AML Program enhancements)
Respond to payment referrals to clear any potential hits to OFAC and other Sanctions list
Assist the AML Compliance team in areas outside of regularly assigned duties as is deemed necessary
Your Profile:
Qualifications:
Essential:
Bachelor’s degree or an equivalent number of years with bank-related work experience
3+ years of prior BSA/AML experience
Candidates must have experience with Norkom/Detica/Netreveal
Desirable:
Professional certifications including e.g., Certified Anti-Money Laundering Specialist (“CAMS”), Certified Fraud Examiner (“CFE”) or Certified Internal Auditor (“CIA”)
Job Skills and Knowledge:
Essential:
Knowledgeable of the laws applicable to money laundering, including the Bank Secrecy Act, the USA PATRIOT act, US Treasury AML guidelines, OFAC requirements, and Suspicious Activity Reporting requirements
Microsoft Office Suite (Word, PowerPoint, XL, Outlook)
Transaction Monitoring experience on an investigative tool such as FIS Prime (preferred), Mantas, Actimize/Fortent/Searchspace
Ability to learn and work internal Bank systems related to AML/OFAC (i.e., eGifts payment system, FIS Prime transaction monitoring tool)
Understanding of banking and financial services, including an understanding of the various types of products, services, and transactions that are typical for the Branch
Analytical/Investigative skills to determine unusual or possible suspicious activity regarding transaction or account activities
Ability to interact with all levels of management
Individual must be a self-starter with the ability to handle multiple tasks at one time
Highly organized with attention to detail to ensure client files are complete to satisfy regulatory requirements
Desirable:
Experience with and understanding of capital markets and securities products and trade finance products
Experience in the drafting of Suspicious Activity Reports (preferred)
Proficiency in a foreign language
